Accordingly, proposals by several local councils to slash staffing hours through the implementation of self-service technologies have ignited a contentious discussion about the role of librarians in modern society.

Buckinghamshire Council, for instance, has outlined plans to save approximately £550,000 annually by reducing staffed hours by up to 30% through the introduction of self-service checkouts and smartcard access, monitored by CCTV.
