SINGAPORE — 23 OCTOBER 2026

What will happen if those technologies created to revolutionize global finance instead begin to uncover its weaknesses? With the use of artificial intelligence revolutionizing financial decisions and the emergence of digital assets changing the world of investing, the UK and Singapore turned the focus on one more challenge related to quantum computing.

Financial centers have just completed their 11th UK-Singapore Financial Dialogue, which has taken place in Singapore on 20th October 2026. The dialogue focused on issues of quantum security as well as on AI, digital finance, capital markets, and sustainable investments, according to the joint press release released by Her Majesty’s Treasury and the Monetary Authority of Singapore.

Preparing for Quantum-Safe Finance

One of the most prominent topics of the dialogue was the issue of moving to quantum-safe technologies. Financial institutions utilize cryptography to secure sensitive data and ensure the security of transactions. With the emergence of powerful quantum computing machines, there is an evident threat that the methods used now will be unreliable in accordance with their future potential, thus causing the need for preparation and a move towards safer technologies.

The conversation also addressed the advice from the UK’s National Cyber Security Centre regarding post-quantum cryptography as well as Singapore’s lessons from its Quantum Key Distribution sandbox developed with the help of industry partners.

The official advice reflects the urgency of the situation. On 15 October 2026, the UK’s National Cyber Security Centre issued its updated recommendations regarding post-quantum cryptography in Transport Layer Security (TLS), instructing companies to put migration on the agenda for 2031. This connection between international cooperation and the ongoing cybersecurity transition makes sense against the backdrop of the financial dialogue.

The Role and Significance of Cybersecurity in Finance

Although quantum security was an important element of the technological agenda for both countries, it was only a small part of the story. Both countries dealt with the subject of tokenization, which means the digitalization of assets, and also with the initiatives that are needed to realize cross-border solutions in wholesale financial markets. Singapore mentioned such initiatives as Project Guardian and BLOOM, while the UK gave its updates on the Wholesale Financial Markets Digital Strategy and the Digital Securities Sandbox.

The topic of AI governance has also garnered significant interest recently, as countries examine their AI in finance partnerships, which include the Safeguards for Agentic Finance at Runtime (SAFR) that provide guidance on the authorization, supervision, and oversight of AI in the finance sector. The problem that emerges from all these initiatives is an ability to offer automated financial services without compromising accountability, security, and confidence of the public.

A Strategic Cooperation Until 2027

Apart from technology-related discussions regarding issues of competitiveness in capital markets, the officials talked about financing growth, climate change, and sustainable finance. The geopolitical importance of the talks is considerable because it will be the UK chairing the G20 in 2027, while Singapore will be chairing ASEAN.

It was an industry-driven roundtable discussion after which the official talks continued on 21 October 2026.

The more significant inquiry goes beyond the speed at which finance adopts new technology and includes the ability of the security and regulatory frameworks to keep up. The joint effort of British and Singaporean authorities may define how international finance will marry innovation with stability in light of the rapid development of quantum computing, AI, and cryptocurrency.
