The New Zealand government has announced a new strategy to strengthen its labor market and boost the economy through improved immigration policies. In a notable change, the administration revealed two long-term residency pathways to make it easier for skilled foreign workers to settle in the country. This move aims to address serious labor shortages in important sectors and tackle ongoing demographic issues.
The Minister for Economic Growth, Nicola Willis, noted that these new options respond directly to requests from the private sector. Businesses had highlighted the difficulties experienced by foreign workers when trying to obtain permanent residency, even with skills that are not available locally. Ms. Willis stated that skilled migrants play a crucial role in filling the persistent gaps in the national workforce.
Mid-2026 will see the launch of these two residency streams. The first pathway is for applicants in high-skilled jobs who have specific work experience and salary requirements, while the second pathway is for people in important trades and technical jobs, focusing on their necessary skills, qualifications, and steady work history. It can be mentioned that the Immigration Minister Erica Stanford explained the dual aim of the policy, stressing that the skilled work experience route is designed to keep valuable workers who are already contributing to the country’s economy.
Economic and demographic challenges drive the urgency of this immigration reform. During that period, 73,400 New Zealanders departed, with only 25,800 returning for permanent settlement.
This shift towards attracting and keeping foreign talent follows previous government actions. For example, in January, the government relaxed visitor visa rules to attract “digital nomads,” which include remote workers and international influencers supported by foreign funds. In February, it eased conditions for the “Active Investor Plus” visa, also known as the “golden visa,” which speeds up residency for wealthy foreign investors.
The policy announcement received mixed reactions from key players. Industry groups generally welcomed the changes. Business New Zealand praised the new structure for potentially raising retention rates of skilled employees. Yet, Infrastructure NZ expressed concerns over the mid-2026 start date, calling for a quicker implementation to meet urgent national infrastructure needs. The proposal still faced internal opposition from New Zealand First, the government’s minor coalition partner. The party invoked the ‘agree to disagree’ clause, describing the policy as unfocused.
