The commission heading the inquiry will be led by Ontario judge Paul Rouleau. He will be responsible for the submission of the final report to both Houses of Parliament before 20 February, 2023. “In the coming days and weeks, I will be working to establish the Public Order Emergency Commission and will be offering more information on the functioning of the Commission in the near future,” Rouleau said in a statement. “I am committed to ensuring that the process is as open and transparent as possible, recognizing the tight timelines for reporting imposed by the Emergencies Act.” According to PM Trudeau, Rouleau is expected to look into the circumstances which led to the Emergencies Act being invoked and to make recommendations in order to prevent these events from happening again.
