The UK-Malta Bilateral Cooperation Framework underpins the longstanding partnership between the UK and Malta. The two governments are committed to tackling shared challenges, including threats to peace in Europe and irregular migrations. The UK & Malta welcome the two countries’ close cooperation. This is especially evident in Malta’s participation in the United Nations Security Council (UNSC). Additionally, Malta plays a role in the Organisation for Security & Cooperation in Europe (OSCE), alongside its involvement in the Council of Europe.
With the background of growing international crises, the UK & Malta have resolved their desires to continue foreign policy cooperation through multilateral work. Both the UK and Malta reiterate their unwavering support for a just and lasting two-state solution to the Middle East conflict between Israel and Palestine. The proposal includes sanctions beyond the Council of Europe. Malta’s 2025 presidency took key initiatives in this regard. They were both in agreement about the establishment of the Special Tribunal.
On 19 May 2025, the UK and Malta welcomed the UK-EU Summit and its establishment of a new EU-UK Strategic Partnership. This reconfirmed shared values besides the commitment to deeper cooperation. This development took place against the backdrop of an evolving & complex global geopolitical landscape. The 2 countries aspire to facilitate an ambitious, dynamic UK-EU relationship, which meets the needs of their citizens. Our goal includes the swift implementation of the Common Understanding. This initiative becomes a renewed agenda for European Union–United Kingdom cooperation besides the UK-EU security & defence partnership.
As Commonwealth partners, the UK & Malta reconfirm their commitment towards working together when delivering the commitments initiated at the Commonwealth Heads of Government Meeting (CHOGM), held in Samoa during 2024. In particular, the Apia Commonwealth Ocean Declaration is highlighted.
