England’s teacher-training landscape has taken a notable turn. That’s with a stronger flow of graduates entering the profession. It’s helping recruitment recover across several shortage subjects. Department for Education figures indicate trainee numbers rose 11% year-on-year during 2025. This marks quite a substantial improvement since 3 years ago in 2022. The change is particularly significant for mathematics and science, where staffing gaps have repeatedly challenged schools across the country today.
The latest figures suggest recruitment momentum is no longer confined to isolated programmes. Primary training reached 126% of the government’s revised target, compared with 90% in 2024, while secondary recruitment climbed to 88% from 61%. Targets themselves were reduced amid expectations of fewer pupils, but the improved intake nevertheless represents a substantial national shift after several years in which teacher supply remained under considerable pressure.
STEM recruitment provides the clearest indication of the change. Training places across science, technology and mathematics reached 107% of the target, compared with only 60% previously. Physics also strengthened, with 1,086 entrants, the highest comparable total since records began in 2014-15, offering schools a potentially stronger pipeline of specialist classroom expertise in England’s secondary schools today.
The recovery extends beyond STEM, although some disciplines remain harder to fill. Modern foreign languages achieved 93% of the Department for Education’s target, an improvement for a field that has frequently experienced recruitment difficulties. Taken together, the figures indicate that teaching is attracting more graduates at a time when policymakers are seeking to rebuild confidence in a profession affected by longstanding vacancies and retention concerns.
Education Secretary Bridget Phillipson has presented the figures as evidence that recruitment is moving in the right direction after years of difficulty. She has highlighted the importance of STEM growth, arguing that pupils need access to teachers with strong subject knowledge. The government sees a better-trained workforce as central to giving children the academic foundations and practical capabilities required for further study, employment and opportunities.

The improvement also gives ministers greater scope to pursue Labour’s commitment to add 6,500 teachers across state education during the parliamentary term. Government figures show more than 2,300 additional secondary and special-school teachers in 2024-25 compared with the previous year. Yet recruitment totals should not be interpreted as a solution: the workforce picture includes vacancies, retention pressures and shortages that vary between subjects and schools.
School leaders have urged caution about declaring the recruitment challenge solved. Pepe Di’Iasio, general secretary of the Association of School and College Leaders, has argued that one stronger intake cannot reverse a problem that developed over many years. Sustained progress, he suggests, will depend on making teaching sufficiently attractive through competitive pay, manageable workloads and improved working conditions, enabling schools to retain experienced staff as well.
Another consideration is the contribution of overseas recruits. The proportion of trainees coming from outside the UK and Europe increased from 6% in 2024 to 8% in the latest figures. Matt Wrack, general secretary of NASUWT, has warned that proposed immigration reforms could weaken this source of recruitment. Maintaining routes for qualified international professionals to train and work in Britain may therefore remain important in practice.
The workforce challenge is also unfolding against changing pupil demographics. The Institute for Fiscal Studies has pointed to declining school-age populations as a complicated policy issue, because fewer pupils could theoretically reduce staffing requirements while rising costs and pressures elsewhere in education continue. Its analysis underlines the difficulty of translating demographic change into straightforward savings, particularly where schools face demands for special educational needs provision.
For now, the recruitment figures provide a welcome boost, especially in subjects where shortages can directly affect pupils’ access to specialist teaching. Whether the improvement becomes a durable trend will depend on retention as much as recruitment. Policymakers, school leaders and unions are likely to watch future intakes closely, as sustained growth could strengthen classroom provision while easing some of England’s most persistent teacher-supply pressures.
