In a bid to enhance financial sustainability in higher education institutions (HEIs), the University Grants Commission (UGC) has recently issued guidelines urging these institutions to explore diversified revenue streams. The commission’s recommendation, outlined in its Institutional Development Plan (IDP) for HEIs, underscores the importance of initiatives such as private sector partnerships, fundraising campaigns, alumni donations, and intellectual property (IP) commercialization.

The comprehensive guidelines, shared with all affiliated universities and colleges on February 6, emphasize the necessity for HEIs to identify and prioritize both existing and potential funding sources. The suggested modes of revenue generation span a spectrum, including government grants, project overheads, research consultancies, patents, alumni donations, private sector partnerships, and fundraising campaigns.

According to the guidelines, HEIs, whether publicly funded or otherwise, should strive to establish sustainable revenue models. These models would involve deriving income from diverse sources such as tuition fees, government grants and subsidies, overheads from sponsored research and development projects, endowments, philanthropic contributions, corporate social responsibility (CSR), and royalties from intellectual property and patents.

M Jagadesh Kumar, the Chairperson of the UGC, emphasized the need for HEIs to go beyond reliance on government funding. He stressed the importance of adopting diversified revenue generation strategies to meet the growing demands for academic excellence, research innovation, and infrastructure development.

Chairperson Kumar highlighted the potential benefits of collaborations between universities and private sector industries. He noted that such partnerships could provide HEIs with funding, research opportunities, and expertise aligned with both academic and industry needs. Drawing on the success of the Indian Institute of Technology, Madras (IIT-M), Kumar pointed out that collaboration with industry partners can result in a symbiotic relationship where cutting-edge research benefits the industry, and the university gains crucial financial support.

In addition to private sector partnerships, Kumar underscored the significance of fundraising campaigns and alumni donations as potent sources of revenue for universities. Several Indian Institutes of Technology (IITs) are already successfully raising funds through these avenues. For example, IIT-Delhi’s endowment fund has garnered pledges exceeding ₹500 crore from over 400 alumni donors. Similarly, Infosys co-founder Nandan Nilekani’s donation of ₹315 crore to IIT-Bombay last year illustrates the potential of philanthropic contributions to support scholarships, research initiatives, and infrastructure development.

Chairperson Kumar emphasized that such donations play a pivotal role in advancing university objectives, allowing institutions to invest in scholarships, research initiatives, infrastructure development, and more. Furthermore, he encouraged universities to leverage fundraising campaigns to garner support from philanthropic organizations, corporate entities, and individual donors who share a commitment to education and research.
