Trump Nominates S. Paul Kapur for South Asia Post—Is He the Key to a Stronger US-India Alliance?

USA (Commonwealth Union)_ President Donald Trump has nominated Indian-origin S. Paul Kapur, a renowned expert on India-Pakistan security, to serve as the Assistant Secretary of State for South Asian Affairs. In this pivotal role, Kapur will oversee the US government’s diplomatic relations with India and the broader South Asian region. If confirmed by the Senate, Kapur would become the second US diplomat of Indian origin to hold this influential position. Notably, Nisha Desai Biswal was the first to serve as the Assistant Secretary of State for South and Central Asian Affairs under President Barack Obama from 2013 to 2017. Kapur’s appointment would further reflect the growing importance of South Asia in US foreign policy.

A distinguished academic and policy expert, Kapur is currently a professor in the Department of National Security Affairs at the United States Naval Postgraduate School. He also directs a US-India Track 1.5 strategic dialogue, facilitating key defense and diplomatic exchanges between the two nations. Additionally, he serves as a visiting fellow at the Hoover Institution at Stanford University. Kapur’s deep expertise on South Asian politics and security is reflected in his impressive academic credentials. He has served on the State Department’s Policy Planning Staff from 2020 to 2021, where he contributed to shaping US policy on South and Central Asia, the Indo-Pacific region, and US-India relations.

Prior to this, he held teaching positions at Claremont McKenna College and Stanford University.  Furthermore, Kapur is the author of several notable books, including Jihad as Grand Strategy: Islamist Militancy, National Security, and the Pakistani State and Dangerous Deterrent: Nuclear Weapons Proliferation and Conflict in South Asia. He has also co-authored India, Pakistan, and the Bomb: Debating Nuclear Stability in South Asia, and co-edited The Challenges of Nuclear Security: U.S. and Indian Perspectives. His scholarly work has been published in leading academic journals, such as International Security, Security Studies, and Asian Survey.

A key aspect of Kapur’s approach to South Asian security is his belief in the interconnectivity of regional dynamics. According to Kapur, Pakistan’s militant strategies contribute to regional instability, while India’s strategic responses shape the balance of deterrence. The presence of nuclear weapons in the region further complicates crisis management. On Kapur taking office, experts predict Kapur’s leadership of the South Asia desk will be marked by a critical stance towards Pakistan, a strong alignment with India, and a nuanced approach to regional stability. His appointment highlights the US government’s continued focus on South Asia as a key area of strategic concern.
