No Kenyans Will Be Recruited for Ukraine War: Kenya Strikes Deal with Russia

Kenya has successfully reached an agreement with Russia to stop the recruitment of Kenyan citizens into the war in Ukraine, the country’s foreign minister, Musalia Mudavadi, announced on Monday. According to Ukraine’s estimates from February, more than 1,780 people from 36 African countries were fighting alongside Russian forces. Kenya had previously reported far fewer, but according to Ukraine’s February intelligence report, it was revealed that over 1,000 Kenyans had been recruited, a figure five times higher than earlier estimates.

Speaking in Moscow, Mudavadi said, “We have agreed that Kenyans shall not be enlisted through the Russian Ministry of Defence.” He made the statement alongside Russian Foreign Minister Sergey Lavrov after the two leaders held talks. Mudavadi emphasised that Kenya would continue to provide consular assistance to any citizens who are already in Russia or involved in the conflict, ensuring that help is available through the proper diplomatic channels. “There will be no further enlisting,” he said. The Kenyan minister also stressed that Kenya’s relationship with Russia is much broader than the war in Ukraine. “We do not want for any reason our partnership with Russia to be defined solely by the conflict,” he said.

Lavrov, meanwhile, did not explicitly mention the agreement. He told reporters that Russia is investigating cases that have caused “concern among our Kenyan friends” and insisted that “Russia is not forcing anyone to enlist”. He added that the citizens who joined the Russian army did so voluntarily. The recruitment of foreigners into Russia’s military efforts has drawn international attention since the war with Ukraine in 2022. Reports from Africa indicate that some young people were lured under the promise of training and employment but ended up on the front lines in Ukraine.

In one case, some South Africans were promised security training in Russia. Instead, they were forced into paramilitary service. Kenyan officials say rogue state actors and human traffickers worked together to recruit citizens to fight for Russia. They call this practice unacceptable. Nairobi’s recent diplomatic action is an important step. It aims to protect citizens and stop illegal recruitment networks, particularly those that exploit vulnerable individuals for conflict-related purposes. This agreement between Kenya and Russia signals a new phase in African diplomacy regarding the Ukraine war, highlighting the delicate balance countries must strike between international partnerships and the safety of their citizens.
