The Commonwealth Observer Group has called for urgent reforms to uphold constituency boundaries in Antigua and Barbuda. The arguments primarily focus on the need for changes to ensure fair and equal representation for voters across the country. The group’s final report outlines the recommendation for general elections, which took place on 30th April 2026, following the event.
While the overall conduct of the elections was praised by observers, they expressed their deep concern that electoral boundaries have remained unchanged for a long time, making it four decades of the ordinary. Significant demographic shifts have taken place, according to the report, since the current constituency boundaries were launched and established. As one pays close attention to the situation, one can identify how this ends up creating imbalances in the number of voters who are represented by elected officials in different constituencies.
These significant differences have been identified, analyzed, and warned about by the Observer group, which states that it could end up weakening the principle of equal representation and also reduce the confidence of the public in the democratic process. To address these issues, it is recommended that authorities empower the boundaries commission of the country to implement a comprehensive and independent review of constituency lines that uses recent census information. The observers said that any reform process should be transparent, evidence-based, and free of political interference.
The recommendation is built on concerns that were previously raised by Commonwealth election observers after earlier elections. Electoral reform advocates within the regions of Antigua and Barbuda have also highlighted the importance of updated population data in making sure that constituency boundaries accurately reflect and show the country’s population distribution.
Despite the expressed concerns, the Commonwealth Observer Group has praised the overall administration of the 2026 election. Observers have reported that the voting occurred in a very peaceful, orderly, and transparent manner. Election officials carried out each individual responsibility professionally. Political parties, security personnel, media organizations, and voters were also highly praised for contributing to an electoral process that was credible and ran smoothly.
Following the dissolution of Parliament and the subsequent announcement of the election date, the report also has noted that the election was conducted under a timetable that was relatively compressed. The shortened timeframe, as one could see, created many types of challenges for voter registration, certification, and administrative preparations, even if there were efforts that were taken by the election authorities to inform and assist voters during this process.
In addition to boundary reform, the report identified other areas where improvements could strengthen the country’s democratic institutions. These include enhancing the independence of electoral bodies, improving the transparency of campaign financing, and establishing clearer procedures for election-related legal disputes.
Commonwealth Secretary-General Shirley Botchwey welcomed the report and thanked the observer mission for its work. She said the findings would provide valuable guidance as Antigua and Barbuda continues to strengthen its democratic systems and prepares to host the upcoming Commonwealth Heads of Government Meeting.
