NEW DELHI, India — September 11, 2026: What appears to be yet another aircraft procurement deal may, in fact, be part of a larger initiative on behalf of Russia geared toward securing a foothold in the rapidly growing aviation sector in India. United Aircraft Corporation from Russia has signed preliminary agreements with two Indian aviation firms worth 85 of Ilyushin Il-114-300 regional turboprop aircraft during INNOPROM. The India exhibition in New Delhi on September 10, 2026, will feature 50 aircraft for Pinnacle Air and 35 aircraft for Sleek Aviation. At this stage, the agreements are not firm orders, and UAC expects to finalise contractual agreements by the end of the year.
However, the numbers provide only a partial view of the situation.
The Il-114-300 will be used in an entirely unique way, unlike the contest of Airbus vs Boeing in aviation. The Il-114-300 is a regional aircraft designed for use in areas with air transport in rural regions, which is precisely what India needs now as air traffic improves in Tier 2 and Tier 3 cities. UAC claims that the aeroplane can be operated at airports with short landing strips and limited infrastructure.
This gives India a special significance.
India is actively enhancing its regional transport via the UDAN programme, and it has created a demand for regional aircraft that can fly to places that do not cater to bulky jets. Russian officials stated on 10 September that over the next decade India will require over 100 aircraft of this type, which is a considerable market for the Il-114-300.
The timing is equally revealing.
The deals came out as INNOPROM. India was able to bring together Russian and Indian businesses in the Indian capital from September 9 to September 11, 2026, right before the BRICS summit. More than 120 Russian and Indian companies participated in the exhibition, which showcased a broader initiative to deepen trade relations beyond the traditional defence ties between Russia and India.
In addition, the 85 aeroplanes are not the only matter.
In January 2026, UAC, which is based in Moscow, reached a preliminary agreement with Flame in Hyderabad regarding six additional Il-114-300 aeroplanes which will be delivered starting from 2028. The agreement prescribes the roadmap for developing the Indian capabilities in terms of assembling, maintaining, and repairing the aircraft.
Meanwhile, Russia is setting its sights on even larger industrial development goals. The Minister of Trade and Industry of Russia, Anton Alikhanov, mentioned on September 10 that they might come to terms with localising Il-114-300 production in late 2026 or early 2027. UAC has also mentioned that the initial aircraft supplied to India will be manufactured in Russia as long as the whole localisation process is carried out very slowly.
Additionally, there is an important timing component with regard to the aircraft itself. The Il-114-300 received its type certification in Russia back in June 2026 and is under serial production, thusly providing the project with a much stronger business platform than before.
For India, the advantage here is beyond merely getting dozens of aircraft into their inventory. A deeper partnership would mean new local capabilities in the aircraft assembly, MRO, training, and aerospace supply chains.
As for Russia, the partnership is likely an even more important development. With the West imposing sanctions and making it more difficult to access the international aviation market and aviation components, India is not just a customer but the country capable of providing the necessary scale for launching a successful regional aircraft programme.
Therefore, the actual question should no longer revolve around the discussion of 85 aircraft. The real matter at hand is whether these preliminary signatures can pave the way for a brand-new India-Russia aviation system and whether the Il-114-300 can utilise the smallest airports in India to become one of Russia’s biggest wins.
