French authorities detain Telegram CEO

In a dramatic turn of events, Pavel Durov, the founder and CEO of the widely-used messaging app Telegram, was arrested at Paris-Le Bourget Airport on Saturday evening. The detention, which took place shortly after Durov’s arrival from Azerbaijan, follows an arrest warrant issued by French authorities. The warrant accuses Durov of facilitating money laundering, drug trafficking, and other serious offenses through his platform.

According to French media sources LCI and TF1, Durov, who holds dual citizenship in France and Russia, was taken into police custody by investigators from the National Anti-Fraud Office, part of the French customs department. This arrest has triggered a flurry of international attention and raised questions about the role of digital platforms in combating illegal activities.

The arrest warrant was reportedly issued by France’s special unit investigating crimes against minors, which includes allegations of online sexual exploitation such as the distribution of child sexual abuse material and grooming. Despite these serious accusations, French prosecutors have thus far declined to comment, adhering to the confidentiality protocols of ongoing investigations.

Durov, 39, co-founded Telegram with his brother Nikolai in 2013, in response to the Russian government’s crackdown on digital freedoms following the mass pro-democracy protests in Moscow. Telegram quickly became a popular tool for communication, especially in regions with restrictive internet policies. Its strong emphasis on privacy and security has made it a favored platform for both ordinary users and various governmental bodies.

In 2018, Telegram faced a significant challenge when the Russian media watchdog Roskomnadzor attempted to ban the app over its refusal to provide encryption keys to the authorities. The ban, however, was ultimately unsuccessful in fully restricting access to Telegram, and the service continued to thrive. As of March 2024, Telegram is reported to have cooperated with the Russian government to some extent by removing prohibited content upon request.

Telegram has also emerged as a crucial source of information in Ukraine, where it is used extensively for disseminating news and alerts related to the ongoing conflict. The platform’s role in providing real-time updates has made it an invaluable tool for both the media and government officials.

In response to Durov’s arrest, Telegram issued a statement emphasizing its commitment to adhering to EU laws, including the Digital Services Act. The company stressed that it continuously improves its content moderation practices and insisted that Durov, who frequently travels across Europe, has “nothing to hide.”

“It is absurd to claim that a platform or its owner are responsible for the abuse of that platform,” the statement read. “Telegram is with you all.”

Despite Telegram’s assurances, the platform has faced criticism for its content moderation policies. Experts argue that Telegram’s less stringent approach to detecting illegal content makes it susceptible to misuse, including money laundering and drug trafficking. David Thiel, a researcher at Stanford University’s Internet Observatory, has noted that Telegram’s policies are comparatively laxer, potentially allowing harmful content to proliferate.

As the investigation unfolds, a French judicial official suggested that Durov might appear before a judge to determine whether he will remain in custody. The official, who requested anonymity, noted that the decision on extending Durov’s police custody will depend on the investigating judge’s assessment.

The Russian Embassy in Paris has requested access to Durov, but French authorities regard his French citizenship as primary in this context. Telegram’s global user base, which numbers nearly a billion, will be closely watching how this high-profile case develops.
