Chandigarh Bookstore Penalized for Overpricing Claims

In a significant decision highlighting consumer rights, the Chandigarh District Consumer Disputes Redressal Commission has ruled in favor of Sandeep Kaur, a resident of Panchkula, who faced unfair pricing practices at a local bookstore. The case underscores the growing awareness among consumers about their rights, leading to this landmark ruling.

Sandeep Kaur filed her complaint against Punjab Book Store in Sector 22, Chandigarh, and Low-Price Publications based in Delhi after experiencing what she described as mental agony and harassment. The complaint stemmed from her purchase of 14 books on August 31, 2021. Kaur was initially enticed by a 20% discount promise but later discovered that the pricing was misleading.

Upon purchasing 10 books for ₹3,168 and four additional books for ₹1,388, Kaur learnt the following day that the actual cost of one book was only ₹120. A closer inspection revealed that a separate sticker displaying a price of ₹250 had been affixed over the original price on each book. This deceptive pricing resulted in Kaur being charged ₹4,556 for the books, while the actual total, even after discounts, should have been ₹3,925.

The consumer forum found that Kaur had been overcharged by ₹156. In its ruling, the commission stated, “It is an admitted fact that the new price stickers have not been placed over the original printed price on the books… the practice adopted is an unfair trade practice.” Furthermore, the forum identified the bookstore and publication as deficient in service for imposing excessive charges.

As a result, both the Punjab Book Store and Low-Price Publications were directed to pay ₹2,000 as composite compensation to Kaur, covering her mental distress, harassment, and litigation expenses.

Kaur’s case reflects a growing trend in consumer empowerment, where individuals are increasingly willing to challenge unfair business practices. This ruling serves as a reminder for businesses to maintain transparency and adhere to ethical pricing standards.

In an era where consumer rights are gaining momentum, cases like Sandeep Kaur’s highlight the importance of vigilance and the role of consumer forums in addressing grievances. The Chandigarh consumer forum’s decision not only brings justice for Kaur but also sets a precedent for others facing similar issues, reinforcing the message that consumers have the right to fair treatment and transparency in their transactions.
