Rwanda (Commonwealth Union)_ In a historic move aimed at reshaping the leadership landscape across Africa, the African School of Governance Foundation (ASGF) has announced the establishment of the African School of Governance (ASG). This graduate institution is designed to provide world-class education in public policy, research, and engagement programs. Spearheaded by prominent African leaders, this initiative seeks to address the continent’s pressing governance challenges by nurturing the next generation of effective leaders.

A collaborative effort for leadership
The initiative is founded by H.E. Paul Kagame, President of Rwanda, and H.E. Hailemariam Desalegn, former Prime Minister of Ethiopia. Their leadership, in consultation with other influential African leaders, scholars, and philanthropists, underscores a collective commitment to improving governance throughout the continent. The vision is clear: to create a sustainable governance model that reflects African realities while meeting the diverse needs of its leaders. Additionally, the ASG has garnered support from the Mastercard Foundation, aligning with its Young Africa Works strategy, which aims to empower 30 million young Africans, 70% of whom are women, by 2030. This partnership emphasizes a shared commitment to fostering inclusive economic opportunities and addressing the leadership gaps that currently exist in various sectors across the continent.

Esteemed leadership and governance board
The governance of ASG is entrusted to a distinguished board, chaired by Makhtar Diop, Managing Director of the International Finance Corporation (IFC) and former Minister of Finance and Economy of Senegal. Other notable members include Donald Kaberuka, former President of the African Development Bank; Hajer Gueldich, a Professor at the University of Carthage; Kishore Mahbubani, former Dean of the Lee Kuan Yew School of Public Policy at the National University of Singapore; and Francis Gatare, CEO of the Rwanda Development Board. Furthermore, the ASG Foundation has appointed Professor Kingsley Moghalu, a respected scholar and former Deputy Governor of the Central Bank of Nigeria, as the inaugural President of ASG. This leadership team is tasked with ensuring that ASG becomes a beacon of excellence in governance and public policy education.
Addressing Africa’s governance challenges
Africa stands at a crossroads, facing rapid economic growth and increasing global influence, yet grappling with significant governance challenges. From post-pandemic recovery to climate change adaptation, the continent’s leaders must navigate complex issues requiring innovative and skilled leadership. Hailemariam Desalegn emphasized the necessity of such an institution, stating, “The time is ripe for an institution rooted in Africa’s needs and aspirations. The ASG will provide a diverse range of academic programs, including the Master of Public Administration (MPA) and Executive Master of Public Administration (EMPA), tailored for mid-career professionals and senior executives, respectively. Additionally, specialized Executive Courses will enhance specific leadership skills, while the Young Leaders Program (YLP) and Senior Leadership Fellowship (SLF) cater to both high-potential undergraduates and seasoned professionals. The curriculum will be distinguished by its integration of African historical, political, and socio-economic contexts. By grounding students in African realities, ASG aims to prepare leaders who can effectively navigate the continent’s unique governance landscape while applying global best practices.

The establishment of ASG is bolstered by strategic partnerships with renowned institutions, including the Lee Kuan Yew School of Public Policy at the National University of Singapore and the Mastercard Foundation. These collaborations will enhance ASG’s educational offerings and provide a platform for sharing knowledge and best practices on a global scale. Headquartered in Kigali, Rwanda, the ASG is poised to become a Pan-African institution with global influence. Its mission is to build leadership capacity that transcends national borders, ensuring that African voices not only contribute to but lead discussions in global governance.
