Anti-dumping probe

New Delhi: Recently India has started an anti-dumping probe into the import of aluminum foil, which is highly used as a packaging material for the conservation and preservation of edible and food products, from China there were complaints by domestic players.

The commerce ministry’s investigation arm, the Directorate General of Trade Remedies (DGTR), is very curious about the alleged dumping of aluminum foil. Hindalco Industries, Shyam Sel & Power Ltd, Shree Venkateshwara Electro cast, Ravi Raj Foils, GLS Foils Product, and LSKB Aluminum Foils have applied on behalf of the domestic industry seeking the probe.

They have alleged dumping of the product from China. The Executive Board, in a statement, has said that the applicants have given prima facie evidence regarding the injury suffered by the local industry because of the dumped imports. The authority hereby wants to start an anti-dumping investigation into the alleged dumping and consequent material injury to the local industry and if it is recognized that to domestic players the dumping has caused material injury, then on all the imports the DGTR would recommend the imposition of anti-dumping duty. To impose duties, the finance ministry only takes the final decision. Anti-dumping probes are conducted by countries to find out whether domestic industries have been hurt because of a surge in cheap imports. As a countermeasure, under the multilateral regime of the Geneva-based World Trade Organization (WTO), they impose these duties.  The main aim of the duty is to make sure that there are fair trading practices and create a level-playing field for local producers vis-a-vis foreign producers and exporters. On several products, India has already imposed anti-dumping duty so that they can tackle cheap imports from various countries, including China.
