DOHA, QATAR — 27 OCTOBER 2026

What occurs when regional stability problems turn difficult for aircraft, passengers and air traffic systems of nations? Kuwait demands efficient cooperation in the Middle East, saying that for aircraft to fly safely, it is not enough to ensure national security; it is necessary to implement a comprehensive regional approach.

On October 26, 2026, Sheikh Hamoud Mubarak Al-Sabah, Chairman of Kuwait’s Public Authority for Civil Aviation, participated in the eighth meeting of the Directors General of Civil Aviation in the Middle East Region, held in Doha, Qatar, where Kuwait’s request was clearly articulated. The meeting will last for three days and will be concluded on the 28th of October, 2026.

Sheikh Hamoud spoke about the challenges aviation is facing and stated that countries should coordinate actions, provide information and knowledge to each other, prepare for unexpected difficulties and ensure safety and security in the aviation industry.

The representative of Kuwait also strongly criticised the actions of the Houthi Movement in Yemen, supporting the idea that the country was with Saudi Arabia and stating its readiness to assist it in any actions taken. The words spoken by the representative of Kuwait reveal the connection between the two states concerned and speak of their mutual interests in the region’s stability and security.

The necessity and importance of cooperation in the field of aviation

Aviation security does not include only the screening at the airport. The issue of aviation security covers the effective coordination, efficient safety rules, and functionality of the air navigation system as well as the timely and effective reaction to the emerging threats.

Historical examples of aviation illustrate the need for cooperation. The Convention on International Civil Aviation, known as the Chicago Convention, was signed on December 7, 1944, laying the foundation for the establishment of the International Civil Aviation Organization (ICAO). The established rules outlined how to manage aviation globally in a safe and responsible manner.

Sheikh Hamoud expressed gratitude to Qatar for organising the meeting held on its territory and underscored ICAO’s ongoing role in ensuring regional coordination in the civilian aviation industry. He asserted that national policies and measures should work together for the purpose of improving safety and security.

At the same time, a new diplomatic mission was taking place in Tehran of which representatives from Iran, Saudi Arabia, Turkey and Pakistan became a part. Saudi officials said that this initiative is aimed at easing tensions and promoting dialogue and diplomatic resolutions, although it is not related to the aviation meeting. Nevertheless, the combined meetings indicate the overall trend of regional cooperation.

A safe future will depend on collective actions

Kuwait’s point is obvious: threats in civil aviation cannot be managed at national levels. Information, preparedness level and decision-making cooperation are the key elements in ensuring safety for passengers.

As the Doha meeting is going to take place from 27 to 28 October 2026, the question is whether regional intentions will become a reality.
