Hugo Velazquez, the senior manager of community engagement, advocacy, and migrant worker programs at MOSAIC, expressed his enthusiasm for the policy. He believes that this measure will grant already established foreign workers more flexibility and better preparation for various job opportunities by acquiring additional credentials. With the six-month limit on education programs removed, temporary foreign workers now have more time and opportunity to enhance their skills and expertise to address labor market gaps.

Federal Immigration Minister Sean Fraser, the driving force behind this policy, highlighted its significance in empowering foreign nationals to achieve their career goals and aspirations while providing a potential source of talent for Canada’s labor market. This policy is a three-year measure aimed at fostering specialized workers and tackling labor shortages.

However, amidst the celebration of this policy change, it’s essential to acknowledge that tuition costs can pose a significant barrier for migrant workers to pursue further studies. While he acknowledged the potential benefits of the policy, he also expressed concerns that many farm workers might not be able to take advantage of it due to demanding work schedules and limited accessibility to study programs. Nonetheless, Trevino highlighted the potential opportunity for spouses of foreign workers, who may have open work permits, to utilize the policy to enroll in study programs.

Kwantlen Polytechnic University (KPU) has warmly embraced the policy change, recognizing its potential to attract skilled foreign workers and provide them with opportunities for education and skill development. Carole St. Laurent, associate vice-president of KPU International, expressed her enthusiasm for welcoming foreign workers as students, creating a more efficient admissions process, and offering them access to support services. The university is determined to accommodate their schedules, offering flexible class options to ensure foreign workers can balance work and studies effectively.

While foreign workers enrolled at KPU will be recognized as international students and pay international student fees, they remain eligible to apply for scholarships and bursaries. This ensures that financial support is available to help them pursue their educational aspirations.
