Ghana’s $10.8 Billion Green Energy Bet: Can It Power a Nation’s Transformation by 2030?

ACCRA, GHANA—28 OCTOBER 2026

What if the power behind the next shift in the economy of a country was sourced from solar power, wind power, and communities previously unconnected to electricity grids? Ghana is taking that chance, establishing an ambitious goal of US$10.8 billion worth of investments in renewable energy up to 2030 that promises to revolutionize the electricity market in Ghana and create tens of thousands of jobs in the country.

The ambitious target was mentioned in the report published by Serra Group on 27 October 2026, which was issued after the unveiling of the new Renewable Energy Master Plan of Ghana by the Ministry of Energy and Green Transition with the support of the UNDP on 21st September 2026. The Master Plan includes not only large-scale production of clean electricity but also rural electrification and clean cooking technologies.

The project is particularly remarkable due to the specific figures outlined in the plan. Ghana plans to add 852 megawatt-peak (MWp) of solar photovoltaic electricity and 709 MWp of wind energy by 2030. Apart from these two promising areas of renewable energy generation, Ghana plans to increase it hydropower electricity by 127 MW.

Moving Beyond Power Stations: Providing Electricity to Unserved Areas

Ghana’s strategic approach includes more than just the construction of large power-generating plants. Specifically, the plan involves building 440 mini-grids for rural and island communities and distributing 1.1 million solar lanterns. In addition, there are plans to continue increasing biofuel production, as well as to distribute improved cookstoves, linking energy transition to improving the welfare of populations and providing them with access to cleaner cooking.

This initiative holds significant importance due to its economic implications and social impact. Thus, the implementation of the proposed projects is expected to generate over 353,000 jobs in the manufacturing, installation, operations, and research sectors. Establishing the transition could create additional new opportunities for local businesses and specialists not limited to the sphere of electricity generation.

Moreover, we have already laid the foundation for further development. For instance, according to the UNDP, the electricity access in Ghana has risen from 85% in 2019 to 89.5% in December 2024. The new strategy aims to build upon current achievements and reach those communities that are unable to connect to traditional electricity grids.

The $10.8 Billion Question

However, a financial target does not guarantee that the investment will be funded. The estimated US$10.8 billion requirement is almost twice the US$5.6 billion of the previous 2019 master plan, indicating the scale required for Ghana to secure the necessary resources.

The implementation of the program will need funding, solid project procurement, stable grid links, and better monitoring. Solar panels and wind turbines in isolation only create results if the projects face delays before construction starts or the electricity cannot reach the consumers.

The updated plan of Ghana is thus a combination of energy plans and an experiment. The measure of success by 2030 will not be the stated financial goal but rather the operational capacities created, the reliable energy supply for the communities, and the jobs created.

Will Ghana be able to turn its US$10.8 billion renewable energy vision into a transformative economic operation? The answer will lie in the extent to which the projects can provide funding, take any form of infrastructure, and prove to be beneficial for residents.
