Africa (Commonwealth Union) _Haiti’s government has revealed its ongoing efforts to formalize an agreement with Kenyan officials for the deployment of a much-anticipated police force from Kenya.

Key representatives from both nations convened in the U.S. over three days this week to outline the terms of a memorandum of understanding and establish a timeline for the Kenyan police contingent’s arrival. These discussions, which included senior U.S. officials, come in the wake of a Kenyan court’s ruling that blocked the U.N.-backed deployment of police to assist Haiti in combating escalating gang violence, citing constitutional concerns.

The potential impact of a memorandum of understanding on the court’s decision remains uncertain, contingent upon a potential appeal by the Kenyan president. This development underscores the ongoing legal proceedings and the potential ramifications for the outcome, highlighting the complexity of the situation and the need for further legal deliberation. Haiti’s government has described the negotiations as “intense” and aimed at aligning the memorandum of understanding with the legal frameworks of both nations. An official decision on the text and its subsequent signing by both parties is expected early next week.

The discussions also covered operational aspects of the mission, including logistics, compliance, surveillance, required equipment, and considerations for human rights. This comprehensive approach reflects a thorough examination of all relevant factors to ensure effective planning and implementation of the mission’s objectives while prioritizing the protection of human rights. The proposed deployment, initially requested by Haitian Prime Minister Ariel Henry in October 2022 and later endorsed by the U.N. Security Council, has encountered legal hurdles amidst escalating gang violence in Haiti. According to United Nations High Commissioner for Human Rights Volker Türk, the month of January saw a significant spike in violence, with over 800 individuals killed, injured, or kidnapped across Haiti, more than triple the figures reported in January 2023.

Kenya’s veteran opposition leader, Raila Odinga, has announced his intention to vie for the chairmanship of the African Union Commission (AUC).
