Commonwealth_ In what authorities have called the largest cocaine seizure in Toronto’s history, police uncovered more than 835 kilograms of cocaine with an estimated street value exceeding $83 million. The haul, part of an operation named Project Castillo, is believed to be linked to the Jalisco New Generation Cartel (CJNG), a violent and powerful criminal organization reportedly led by a former Mexican police officer known as “El Mencho.”
This connects the CJNG to organized crime activity in Ontario for the first time. Previously, major drug seizures in Canada were often tied to the Sinaloa Cartel, whose leadership, including Joaquin “El Chapo” Guzman and his sons, known as “The Chapitos,” has suffered significant setbacks in recent years due to arrests and law enforcement pressure.
Toronto Police Chief Myron Demkiw hailed the seizure as a major win for public safety, emphasizing its broad impact. “Getting 835 kilograms of cocaine off of our streets will make a huge difference for the well-being of our communities and not only here in Toronto but across the country, as some of these drugs were destined for other regions,” Demkiw said.
Arrests and an ongoing investigation
The operation resulted in the arrest of six individuals, comprising two Mexican nationals and four Canadians. The Canadian suspects include a 20-year-old woman from Markham, a 37-year-old man and a 45-year-old man from Mississauga, and a 32-year-old man from Toronto. All face charges of possession of a drug for the purpose of trafficking.
The investigation also led to the charging of two Mexican men. Authorities have issued outstanding warrants for three additional suspects, including two more Mexican nationals and a 60-year-old Canadian man from Niagara Falls. Authorities are seeking the latter for conspiracy to commit an indictable offense, trafficking, and drug possession with the intent to traffic.
The drugs were discovered in multiple locations, including a significant portion intercepted on an 18-wheeler truck entering Canada. Police did not disclose the specific border crossing where the seizure occurred. Police recovered an additional 360 kilograms of cocaine from stash houses across the Greater Toronto Area (GTA).
Origins and evolution of the Jalisco New Generation Cartel
The Jalisco New Generation Cartel, named after the Mexican state of Jalisco, where it originated, began to gain prominence in 2010. It emerged following violent power struggles and the elimination of rival gang leaders. Known for its ruthlessness and efficient operations, the CJNG has rapidly expanded its influence, posing a significant threat to law enforcement agencies worldwide.
Government Response and Border Security
Ontario Solicitor General Michael Kerzner addressed concerns over border security during a press conference. Responding to criticisms, including those from former U.S. President Donald Trump regarding Canada’s alleged lax border enforcement, Kerzner assured the public of a robust commitment to tackling organized crime.
“We will work with our federal partners,” he stated. “We will work with our American partners.” Speaking directly to cartel members, he added, “We will lock you up. We will find you.”
A Collaborative Effort Against Organized Crime
Project Castillo, which commenced in August 2024, involved collaboration between multiple law enforcement agencies, including the Toronto Police Service Drug Squad, Canada Border Services Agency (CBSA), York Regional Police Service, and the RCMP’s Windsor Border Integrity Unit.
Superintendent Paul MacIntyre, from the Organized Crime Enforcement Unit, highlighted the importance of interagency cooperation in achieving this milestone. “Project Castillo demonstrates the power of collaboration to protect our communities,” MacIntyre said. “The results of this investigation have struck a significant blow to organized crime while reducing the harm these drugs cause in neighborhoods across Canada.”
