‘Mystery’ boat-owner of River Thames

Europe, UK (Commonwealth Union) – A boat owner based in Readings has been found guilty and penalized for neglecting to register his boat for operation on the River Thames.

During routine inspections in August of last year, officers from the Environment Agency stumbled upon an unnamed boat moored opposite Reading Marine Services.

Due to the boat lacking any distinguishing marks, it proved impossible to conduct a verification through the National Licensing System (NLS), which houses information regarding all vessels registered on the non-tidal Thames. Warning notices were attached to the boat, instructing the owner to promptly furnish the Environment Agency with personal particulars, valid registration, and insurance within a 28-day period.

In September, although no correspondence was received, the Environment Agency obtained information indicating that the vessel in question was named The Wee Lamb and was an owner residing on Oxford Road in Reading. The vessel was found to be unregistered according to the NLS, a status that persisted until December.

During the proceedings at Reading Magistrates’ Court, it was disclosed that Toner had neglected to pay the annual registration fee of £280.04, which was determined based on the dimensions of the boat. Consequently, he was instructed to settle a sum totaling £1,399.04, inclusive of expenses and compensation.

Colin Chiverton who is the environment manager at the Environment Agency in the Thames Valley, says “Toner operated an unmarked vessel – you can’t do that with a car and the same rules apply with a boat. He had from August to December to make things right, though we received no correspondence at all. We’re delighted with this fine, which sends a clear warning to all unregistered boat owners – it’s just not worth the risk”.

In the winter of 2024, renewal invitation letters were dispatched to all individuals who had registered their boats in the previous year. Notably, the Environment Agency has altered its stance on non-registration for the current season: issuance of a summons will now initiate court proceedings, regardless of whether the boat owner subsequently pays their registration fee.
