LONDON (CU)_Last week, the Kremlin revealed that Russian President Vladimir Putin will not be attending the COP26 scheduled to be held in Glasgow, a decision seen as a blow to efforts to gather world leaders whose influence would be critical to reducing emissions across the planet.
