President Droupadi Murmu inaugurated the National Conference for Chairpersons of the Public Service Commissions in Hyderabad on December 19, 2025. Her address underlined the crucial role these institutions play in shaping India‘s governance and achieving its national ambitions.

The president pointed out that a separate chapter for Public Service Commissions in the Constitution shows the deep importance of their role. She said that these bodies are bound by the ideals of social, economic, and political justice enshrined in the Preamble. She asked the Commissions not to just work for equality of opportunity but to be “change agents” for equality of outcomes and equity in public employment.

President Murmu elaborated that the public servants chosen by these commissions constitute the “permanent executive” that gives continuity and stability to the work of governance of this country. In order that policies are administered properly both at the state and national levels, civil service must consist of three essential pillars, which are integrity, sensitivity, and competence.

One of the key themes in the speech was the nonnegotiable aspect of honesty and integrity. The President says that while skills can be learned, integrity will present “grave challenges that can’t be overcome.” This means that honesty and integrity must be a priority in selecting commissions.

The President demanded that the civil service be deeply inclined towards serving marginalized and vulnerable people. The President particularly emphasized the need to make gender sensitization a top priority, ensuring that future civil servants are responsive to the needs and ambitions of women.

As India marches towards becoming the third largest economy globally, the President established that the efficiency of these Public Service Commissions is integral to Viksit Bharat by 2047. She also showed optimism that these commissions would continue to create a “future-ready” team that would be equipped to handle the vast diversity and economic development of India.
