In tandem with the ICCU initiative, President Wickramasinghe will ardently advocate for the establishment of a Climate Justice Forum, a dedicated platform geared towards redressing the grievances of vulnerable and developing nations disproportionately impacted by the actions of developed countries. Additionally, a third proposal aims to institute a Tropical Belt Forum, focusing exclusively on issues relevant to tropical rainforests. The COP 28 conference, featuring the participation of leaders from 54 states, is taking place in Dubai, providing the backdrop for extensive deliberations on climate change and debt stabilization. The apex of these discussions is slated for the World Climate Action Summit on December 1 and 2, during which heads of state and government will deliver their national statements.

Along with the conference participants, a cohort of 20 young Sri Lankans, sponsored by several non-governmental organizations, will also actively participate in COP28 proceedings and related forums. President Ranil Wickramasinghe will lead the 15-member government delegation, including influential leaders like Foreign Minister Ali Sabry, Power and Energy Minister Kanchana Wijesekera, Environment Minister Keheliya Rambukwella, MP Patali Champika Ranawaka, Environment Ministry Secretary Dr. Anil Jasinghe, Presidential Adviser on Climate Change Ruwan Wijewardena, and Director of International Affairs to the President Dinouk Colombage.

In an independent capacity, a contingent from the private sector, propelled by the ‘Aragalaya’ (struggle) Movement, will participate in the conference, underscoring the movement’s imperative to afford international exposure to ardent young individuals dedicated to combating climate change. According to Ruwan Wijewardena, the President’s Senior Adviser on Climate Change, this multifaceted initiative epitomizes a broader commitment to empowering youth and nurturing a global perspective on environmental challenges.
