For most large economies, international tourism receipts are only a footnote in national budgets. However, in a remarkable cluster of small island states, tourism becomes the headline.
For some countries, tourism is more than just a travel sector. For them, it forms the backbone of the economy.
For instance, Andorra derives nearly 72% of its GDP from foreign visitors. Both Aruba & the Maldives are close behind, reflecting 70% & 68%, respectively. These aren’t merely tourism-dependent economies. They are tourism economies that happen to have a government attached. These islands tend to generate more than 2/3 of economic output from visitor spending.
Small island states tend to have fewer income alternatives. They aren’t capable of industrialisation on a large scale. Besides that, agricultural land is scarce. Furthermore, domestic markets are too thin to sustain complex service sectors. Therefore tourism offers something rare. This is a compelling reason for affluent foreigners to invest their money in a tourism destination, rather than the reverse. Among larger economies, the United Arab Emirates (UAE) leads at 10.3%. The UAE is followed closely by Portugal, Morocco & Greece, which are heavily influenced by their geographical & cultural endowments. The United States (U.S.) and China show even lower tourism dependence, as sectors like technology, manufacturing, and finance play a significantly larger role in their economies than tourism does.
Perhaps the more profound question is whether tourism dependence is a trap or simply a comparative benefit. Diversification may sound prudent in a development economics seminar. However, it’s considerably harder when the only exportable asset of a small island state is sunshine.

Countries driven by tourism
Andorra leads the ranking, where tourism contributes to nearly 75% of GDP. Aruba & the Maldives follow closely behind. This situation highlights how small economies that are dependent on beaches, resorts, and international travel may become deeply reliant on spending from visitors.
Some countries tend to depend more on tourism than others
In large economies like the U.S. or China, tourism receipts tend to represent a relatively small slice of overall output. Technology, manufacturing, finance & domestic consumption tend to play a much larger role in economic contributions.
Smaller economies have fewer growth paths. Many island nations lack the scale, resources, or even industrial base needed to compete in manufacturing or technology. By contrast, tourism may generate foreign income quickly. This is whilst simultaneously supporting employment across hotels, restaurants, transportation & retail.
Among the larger economies, the UAE tends to be one of the most tourism-dependent. This moves with visitor spending, contributing to more than 10% of GDP. Greece & Portugal also tend to rank high. This trend is supported by strong international travel demand, besides major coastal tourism industries.
