Union Minister Shri Bhupender Yadav participated in the 11th Joint Crediting Mechanism (JCM) Partner Countries’ Meeting at Belém, Brazil, on November 19, 2025, held alongside UNFCCC CoP30. The meeting, which was chaired by H.E. Mr Hirotaka Ishihara, Minister of the Environment, Japan, was held to review the progress regarding the JCM and strengthen bilateral climate cooperation among partner nations.
Japan’s Minister Ishihara announced that the JCM has expanded to 31 partner countries with over 280 projects implemented under Article 6 of the Paris Agreement. He set a vision for global expansion by facilitating a framework for long-term investments, creating opportunities for partners in climate resilience projects and supporting crucial capacity-building programmes.
Shri Yadav reiterated that cooperative mechanisms like the JCM had a vital role in the delivery of scalable, equitable and technology-driven climate solutions, especially in the context of supporting the national priorities of developing countries. Emphasising the India-Japan Memorandum of Cooperation dated 07.08.2025, he said that the JCM aligns with Article 6 through its clear framework for governments and the private sector to jointly develop mitigation projects, mobilise finance, deploy advanced technologies, and transparently allocate the resulting emission reductions. He noted this is one of the pragmatic ways to reinforce multilateral objectives.
The minister said the JCM would contribute directly to achieving India’s NDCs and Long Term Low Emission Development Strategy. He added that low-carbon technologies which will be approved by the National Designated Agency for Implementation of Article 6 will hold the key to long-term goals. This mechanism is likely to spur much-needed investment, technology deployment and capacity building in facilitating the development of a domestic ecosystem and localisation of high-technology interventions while supporting India’s sustainable development goals.
Shri Yadav apprised partners that implementation frameworks are taking shape, noting that the Rules of Implementation and key activity cycle documents were in advanced stages of finalisation. The Indian Bureau of Energy Efficiency is developing the Indian Carbon Market portal, which will include a dedicated module for the JCM and other Article 6 cooperative approaches, ensuring better transparency and efficiency in JCM activities that focus on priority sectors utilising the best available technologies for hard-to-abate industries such as steel, cement, and chemicals.
