The resolution emphasizes the shared vision of the US and India as close global partners, citing a joint statement by US President Joe Biden and Prime Minister Narendra Modi from June. It notes the affirmation that technology will play a major role in strengthening the partnership between the two major democracies of the 21st century. The resolution underscores that IIT graduates exhibit high commitment and dedication to research, innovation, and promoting trade and international cooperation between India and the United States.

This recognition aligns with the increasing number of international students from India studying in the United States, which has seen a 35 percent rise between the academic years 2021-2022 and 2022-2023. According to the recent Open Doors Report published by the US Embassy, India has crossed China as the largest source of international graduate students in the US for the first time since 2009/2010. The report also states that the number of Indian graduate students has risen by 63 percent to 165,936 students, constituting over 25 percent of the one million-plus foreign students studying in the United States.
