Diaspora (Commonwealth Union) _ The selection process for scientists under the Vaibhav fellowship scheme is based on the submission of a research proposal by the host institute they plan to collaborate with. Once selected, all funds are disbursed to the institute, which then provides them to the fellow. While the fellowship covers all areas within Science, Technology, Engineering, Mathematics, and Medicine (STEMM), there is notable interest in fields like Artificial Intelligence (AI), Machine Learning (ML), and Data Science.
Approximately 75 Indian diaspora scientists are anticipated to return to India within the next three years under this scheme, with an allocation of around Rs 80 crore. The first cohort of 22 fellows has already been chosen and is expected to commence their work at Indian institutes in April. The initiative, named Vaibhav and initiated by the Department of Science and Technology (DST), has completed its initial call for proposals and has commenced the second call.
Selected scientists are required to spend 1-2 months annually in India for up to three years and will receive a grant of Rs 4 lakh per year ($4,800). The fellowship covers international travel from the parent institute to India once a year, fully-furnished local accommodation for two months, Rs 1 lakh per year for research expenditure in India, and domestic travel within the country.
Dr. Charu Agarwal from DST stated that out of 302 proposals received last year, 22 have been shortlisted and will soon receive award letters. The ministry will also provide financial support of up to Rs 5 lakh per year for three years to the institute facilitating the fellow’s research work.
Dr. Agarwal highlighted the potential for collaboration between diaspora scientists and local counterparts, emphasizing the mutual benefits of sharing innovations and technology while building networks and collaborating on research publications. Certain areas are being prioritized in alignment with the government’s scientific missions, including the National Quantum Mission, National Supercomputing Mission, and Deep Ocean Mission, with the engagement of the Indian diaspora expected to strengthen these initiatives in the long run.
