Agriculture and Climate Change (Commonwealth Union) _ The Climate Change Committee (CCC) has applauded the UK Government for successfully meeting the requirements of the Third Carbon Budget, marking a significant milestone in the nation’s commitment to reducing greenhouse gas emissions. 

In a letter addressed to Minister Graham Stuart, the CCC conveyed its congratulations to the government for fulfilling its obligations under the UK’s Climate Change Act. 

However, the committee delivered a firm admonition against the notion of carrying forward surplus emissions from the Third Carbon Budget to mitigate forthcoming carbon targets. As outlined in the Act, carbon budgets establish legally binding benchmarks for greenhouse gas emissions over consecutive five-year intervals. This cautionary stance underscores the imperative for stringent adherence to emissions targets and the preservation of environmental integrity. It highlights the need for proactive measures to effectively combat climate change and underscores the responsibility of stakeholders to prioritize sustainability in their actions and policies. 

Upon the completion of a carbon budget cycle, the CCC is tasked with advising on the handling of any surplus emissions, which could potentially undermine the effectiveness of subsequent carbon budgets. 

The surplus emissions recorded during the Third Carbon Budget period (2018 to 2022) were largely attributed to the economic slowdown resulting from the global pandemic. 

Professor Piers Forster, serving as the Interim Chair of the Climate Change Committee, emphasized the significance of this achievement, stating, “We congratulate the government on meeting the latest emissions target – the Climate Change Act is working.” 

However, Forster cautioned against complacency, noting the challenges that lie ahead. He stressed the importance of maintaining momentum and urged the government to resist any temptation to relax future carbon targets on technical grounds. With the UK already veering off course for meeting its 2030 targets, Forster emphasized the necessity of sustained effort and urged the government to remain steadfast in its commitment to accelerating emissions reduction efforts.
