COP28 declares climate action requires ‘trillions’

Agriculture and Climate Change (Commonwealth Union) _ The head of last year’s COP28 climate talks, Sultan Al Jaber, emphasized the urgent need for trillions of dollars to drive the green transition and combat global warming. Despite progress made at the UN negotiations in Dubai, where countries agreed to triple global renewables capacity and move away from fossil fuels, critical details, particularly regarding funding, remain unresolved. The responsibility now falls on this year’s COP29 meeting in Azerbaijan to address these issues. 

Al Jaber underscored the pivotal role of finance as the key enabler for positive change at the necessary speed and scale. He emphasized the need for finance at all levels, stressing that conventional financing is insufficient. The failure of wealthy nations to meet previous climate finance goals has eroded trust, highlighting the urgency to raise the bar in addressing climate challenges. 

Recognizing the immense financial requirements, Al Jaber urged stakeholders to think in terms of trillions rather than billions. This acknowledgment of the scale of support needed has spurred discussions on expanding funding sources. Initiatives include reforms within organizations like the World Bank and IMF to align lending with climate goals, new taxation, and redirecting fossil fuel subsidies towards green development. 

To maintain focus on the 1.5-degree Celsius warming limit set by the Paris Agreement, initiatives such as those led by the United Arab Emirates, Azerbaijan, and Brazil are being launched. Al Jaber cautioned against the risk of losing political momentum between COP meetings, emphasizing the need for sustained action. 

Fatih Birol, the chief of the IEA, announced measures to help countries enhance emissions-cutting targets and introduced a new mechanism to measure the gap between countries’ goals and actions. He stressed the importance of concrete data, stating that while governments commit to action, the IEA believes in the power of numbers to drive progress.
