Japan Proposes Carbon Capture

Australia (Commonwealth)_Exciting news has emerged about Japan’s proposal to create common rules for carbon capture and storage (CCS) in collaboration with Australia and Southeast Asia. This joint effort aims to lead the deployment of this crucial technology in the Australian region. As a member of the Asia Zero Emission Community (AZEC), Japan’s Ministry of Economy, Trade and Industry will be presenting draft rules at the upcoming AZEC meeting in Indonesia.

This development holds great promise for all Australians, as adopting shared rules would not only reduce operating costs but also expedite the construction of carbon capture facilities. Given Australia’s heavy reliance on fossil fuels for electricity, CCS plays a vital role in our collective efforts to reduce carbon dioxide emissions and combat climate change.

One of the major challenges in implementing CCS has been the absence of clear standards on the amount of carbon dioxide that needs to be captured and stored to achieve a significant reduction. Additionally, concerns have been raised regarding the carbon emissions from the capture facilities themselves and the potential for stored carbon leakage. Japan intends to address these issues by proposing shared metrics and establishing safety criteria for storage facility locations, measurement methods for stored carbon volume, and a robust monitoring process for leaks.

The next step involves AZEC members discussing these proposed rules, followed by a detailed proposal that will be presented at the AZEC ministerial meeting scheduled for early next year in Japan. It is worth noting that while Western nations have taken the lead in developing carbon capture technology, their focus in Southeast Asia has been relatively limited. However, with the anticipated growth in demand for CCS in our region, it is crucial that we work together rather than relying solely on individual efforts.

Japan is considering providing technological support to ASEAN countries through the state-backed Japan Oil, Gas, and Metals National Corporation. This partnership and assistance demonstrate Japan’s commitment to collaborating closely with Southeast Asian neighbors and Australia in addressing the challenges of climate change.
