Mumbai Is Running Out of Land—And Its Next Housing Boom Is Hidden in the City It Already Has

MUMBAI, India — September 4, 2026  — The real estate sector in Mumbai has started to change in a unique manner. The issue of property scarcity for development, which has long been a significant problem for the real estate industry in Mumbai, has now shifted from merely providing housing to becoming one of the most important contributors to the housing sector.

The reason behind this difference is an important landmark: the number of apartments sold in the projects of redevelopment now exceeds the number of newly launched apartments in Mumbai for the first time in history. The result was stated in a report called “Redevelopment in Mumbai: The Inflection Point, from Land Scarcity to Systematic Urban Renewal“, which was published on the sidelines of NAREDCO Maharashtra’s Summit of Real Estate and Infrastructure Investors 2026, held on September 3, 2026, at Jio World Convention Centre in Mumbai.

The figures mentioned above indicate how rapidly the market is evolving. The report shows that since 2020, over one thousand redevelopment projects were launched, contributing to around 13% of Mumbai’s residential properties. Even more astonishingly, redevelopment made up 15% of the total number of housing sales in 2025 and the first half of 2026, while only 6% was recorded between 2016 and 2021.

This surge indicates something more serious than a mere construction boom: it shows that buyers are beginning to regard redevelopment as a commonplace type of housing supply, rather than a niche one.

The city of Mumbai, which is running out of land, is beginning to realise how to recycle itself.

Mumbai has always faced the serious dilemma of severe housing demand versus limited land availabilities. Thus, Mumbai’s prospects will not be so much about discovering new land as about creating value from the existing ones.

According to JLL’s expert, Karan Singh Sodi, this shift indicates a transition from the fragmented form of redevelopment to systematic urban transformation in the city. The document in focus lists the area of 2,156 acres that can be found in relation to the concept of slum redevelopment, being almost four times larger in comparison to the area of redevelopment conducted in the past thirty years.

Mumbai currently has 1,202 projects in development for slum rehabilitation, which involve the implementation of more than 321,858 huts across the 2,156 acres mentioned in the report. The provided data illustrates how successful the efforts in terms of redevelopment may be for the property market in general and the physical structure of the city in particular.

What factors motivate homebuyers to engage in the redevelopment process?

For homebuyers, redevelopment presents a new opportunity to own a newly constructed home in a desirable location. In the case of the project situated in a free area, the homebuyers wait for the construction of infrastructure, institutions, and transport connections, as well as the commercial ecosystems, to take place.

Redevelopment offers the same appeal to both investors and developers. Redevelopment creates new housing supply without the need for large parcels of empty land, and the addition of infrastructure itself can enhance the value of older areas.

Thus, one can say that Mumbai is on the path to a new chapter of real estate development: The new frontier in housing development might not be located in the farthest outskirts of the city but under its existing buildings.
