History
The current Commonwealth is a voluntary association of 56 countries. Most countries have historic links to the United Kingdom (UK). It’s home to 2.7 billion people across five continents. Member countries have pledged to govern in accordance with the values of the Commonwealth Charter. The charter espouses a commitment to developing free & democratic societies. This is besides promoting peace & prosperity to improve the lives of their citizens, which includes ensuring access to education, healthcare, and economic opportunities for all individuals.
Canada initially joined the British Commonwealth as an independent state over nine decades back in 1931. The trendy Commonwealth came into existence nearly two decades later, in 1949. This agreement was with the London Declaration. Canada has played a significant role in its evolution. Canadian diplomat Arnold Smith served as the 1st Commonwealth Secretary-General for a decade from 1965 to 1975.
Meanwhile, the 7th Secretary-General of the Commonwealth is Ghana’s former Minister for Foreign Affairs & Regional Integration, Shirley Ayorkor Botchway. Botchway took office on 1 April 2025. Secretary-General Botchway is the first African woman to hold that post.
King Charles III is the Head of the Commonwealth. The late Queen Elizabeth II exercised that role throughout her 70-year reign.

Institutions & Mandate
The mandate of the Commonwealth is to serve the interests of its members and their governments. That means fostering political, economic, and social development. The Commonwealth has also provided a forum in which member states engage in deliberation & consensual decision-making, enabling coordinated action on matters of shared importance.
Commonwealth Day is celebrated on the second Monday of March. The 2026 Commonwealth Day theme, ‘Unlocking Opportunities Together for a Prosperous Commonwealth’, reminds us that by working together, the countries of the Commonwealth could better face today’s challenges. That may also contribute to a brighter future for generations to come.
Canada participates in the Commonwealth Heads of Government Meeting (CHOGM) every two years. This provides leaders a forum to discuss matters of mutual interest. It reviews progress on prior commitments & establishes organisational mandates. Canada has hosted CHOGM twice before. The first hosting was in 1973 in Ottawa, and the second, 14 years later, was in 1987 in Vancouver.
