Europe UK (Commonwealth Union) – The establishment of a new independent regulator for men’s elite football will be undertaken as a separate entity to ensure its operational independence from the sport, with the primary aim of safeguarding the interests of football clubs and fans.

A statement revealed that after an extensive consultation process involving clubs and football authorities, the Government is now in the process of considering the creation of this new regulator, distinct from any existing organization. While this direction is being strongly considered, all options remain subject to ongoing review. The Government remains committed to continued collaboration with industry stakeholders and fan groups as these proposals evolve.

Despite the global acclaim enjoyed by English football, there have been over 60 instances of clubs entering administration since 1992. Consequently, the Government is taking proactive measures to protect football clubs, which are essential assets within their respective communities.

The statement indicated the Government commitment to ensuring that the regulator’s scope is precisely defined, focusing on four key areas: financial resources, ownership suitability, fan interests, as well as the approved competitions.

To minimize the potential for regulatory overlap and excessive burden while recognizing the crucial roles played by the Football Association (FA) and football leagues in the growth of English football, the regulator will adopt a cooperative approach. This approach entails close collaboration and information sharing with existing football bodies to effectively serve the sport and its stakeholders.

Culture Secretary Lucy Frazer indicated that the football clubs in England are the heartbeat of the local communities and serve as a source of inspiration for leagues worldwide. The objective is to ensure their safeguarding, not only for today’s fans but also for generations to come.

“Today we outline our plans to make sure the new regulator for football is independent, and remains true to its central mission to safeguard these community assets and help the beautiful game continue to grow in England.”
