Europe, UK (Commonwealth Union) – From March 15th onward, strides have been made towards tougher measures to combat the illegal smuggling of cats and dogs, as the government has announced its support for new legislation. This backing marks a significant progression in addressing a longstanding issue.
Responding to a crucial pledge outlined in the manifesto, the Animal Welfare (Import of Dogs, Cats and Ferrets) Bill, spearheaded by Selaine Saxby, MP for North Devon as a Private Members’ Bill, will soon be presented. This legislation aims to close loopholes currently exploited by unscrupulous breeders and traders who unlawfully bring cats and dogs into the UK.
The influx of pets into the UK is substantial, with 320,000 entering under the Pet Travel Scheme and 44,000 arriving through commercial channels last year alone.
Backing for this bill underscores the government’s dedication to elevating its already esteemed standards of animal welfare. The UK, having pioneered the introduction of animal cruelty offenses in the world, holds the top spot among G7 nations according to the World Animal Protection’s Index.
Provisions within the Bill aim to bolster the Pet Travel Scheme, preventing the fraudulent importation of animals disguised as personal pets for sale. These measures include tightening restrictions on the number of animals permitted under the scheme, reducing the allowance from five per individual to five per vehicle, or three per pedestrian or air passenger. Additionally, regulations ensure that pet movements coincide with the owner’s travel within a five-day window.
Furthermore, the Bill proposes potential future legislation to increase the minimum age requirement for importing puppies or kittens from 15 weeks to six months. This adjustment aims to allow these young animals to mature before embarking on potentially lengthy and stressful journeys, thereby mitigating potential long-term effects on their temperament and behavior.
