According to the committee website, taking account of the rising threat presented by the exploitation of new and developing technologies, the Counter-Terrorism Committee (CTC) of the United Nations Security Council has agreed to convene a special meeting on the topic with the support of its Executive Directorate (CTED) in India on October 29, 2022.

It was stated that the special summit would concentrate on three major areas where thriving technologies are rapidly developing, growing use by member states, including for security and counter-terrorism causes, and increasing threats of misuse for terrorism purposes, including the Internet and social media, media, Terrorism Financing, and Unmanned Aerial Systems (UAS).

The Counter-Terrorism Committee very rarely gathers outside of New York. However, this is its seventh summit in India. The last special conference of the CTC outside of UN Headquarters was hosted in Madrid, Spain, in July 2015, with the topic of Foreign Terrorist Fighters as its focal point (FTFs).
