UK (Commonwealth Union) – On September 20th, 2023, the Welsh Government and NHS Wales jointly unveiled the “Speaking up Safely Framework for NHS Wales.” This comprehensive framework represents a significant step towards fostering a culture where the act of ‘Speaking Up’ is not only encouraged but also conducted safely, with a commitment to addressing all concerns.
Crafted in collaboration with trade unions and NHS Wales employers, this framework outlines the collective responsibilities of NHS Wales organizations, their executive teams, boards, managers, and individual staff members. Its primary objective is to establish a supportive environment in which ‘Speaking Up’ is not only tolerated but actively promoted, ensuring that every individual knows how to raise concerns and understands the ensuing process.
In light of recent developments, the Welsh Government has issued a directive to all Welsh Health Boards, requesting a detailed account of the strategies and channels they have established to empower their staff to express their concerns openly regarding any impediments to the provision of safe and top-tier healthcare services.
The Minister for Health and Social Services, Eluned Morgan, underscores the significance of these actions by emphasizing that recent occurrences serve as a stark reminder of the utmost importance of ensuring that every individual within the NHS feels secure and self-assured when it comes to raising issues that hinder the delivery of safe and high-quality healthcare.
The framework’s ultimate goal is to create a system that safeguards patients and staff by facilitating the reporting of concerns. This, in turn, enhances the overall healthcare experience for individuals by ensuring that everyone’s voice is not only heard but also responded to in a timely and appropriate manner. It is a pivotal development that reaffirms the commitment of NHS Wales to prioritize the welfare of both its employees and those they serve. He said, “Speaking up and bringing issues and concerns into the open is a brave and vulnerable thing to do and NHS Managers must be willing to listen, deal with concerns appropriately and be open to constructive challenge.”
