Commonwealth _ The efforts led by the Coast Guard Cutter Joseph Napier in the Mona Passage have proven pivotal in addressing the complexities surrounding irregular migration voyages. Through coordinated actions involving multiple partners, these operations have played a crucial role in intercepting and managing individuals undertaking unlawful maritime journeys, emphasizing the persistent challenges associated with unauthorized entry into the United States and its territorial waters. The strategic initiatives undertaken by the Coast Guard, in conjunction with allied entities, underscore the continuous and evolving nature of these challenges. These efforts not only aim to interdict vessels engaged in irregular migration but also prioritize the repatriation process for individuals involved in such endeavors. The collaborative nature of these operations highlights a comprehensive approach that extends beyond mere interception, placing emphasis on ensuring the safe return of those intercepted to their respective home countries. 

The continuous vigilance maintained by the Coast Guard and its partners exemplifies their dedication to curbing unauthorized maritime entries, ensuring the safety of individuals at sea, and upholding the legal framework governing immigration and maritime regulations within the United States and its territories. These ongoing initiatives in the Mona Passage remain an integral component of broader strategies aimed at enhancing maritime security and preserving the safety of all involved parties. Over the course of several interdictions, the cutter Joseph Napier and the cutter Donald Horsley intercepted makeshift vessels attempting these perilous journeys. One incident involved the interception of a vessel northwest of Aguadilla, Puerto Rico, where the Joseph Napier’s crew rescued 35 migrants, with 29 identifying as Dominican Republic nationals and six as Haitian nationals. In another instance, the Donald Horsley intercepted a 30-foot makeshift vessel, rescuing 50 migrants, 48 of whom claimed to be Dominican Republic nationals, and two identified as Haitian nationals. 

Commander Gerard Wenk, Sector San Juan’s chief of response, emphasized the extreme risks associated with these irregular migration voyages. Such journeys often occur on overloaded vessels without proper lifesaving equipment, posing significant dangers to the lives of those onboard. Wenk stressed the crucial message that individuals contemplating such voyages must comprehend the life-threatening risks involved and the inevitable repatriation or legal consequences upon unlawful arrival. The Coast Guard, in collaboration with the Homeland Security Task Force – Southeast partners, remains steadfast in its commitment to safeguarding lives at sea while thwarting unlawful maritime entry attempts. Their combined approach utilizes air, land, and sea assets across strategic passages like the Florida Straits, the Windward Passage, the Mona Passage, and the Caribbean Sea. 

Statistics from recent months reflect the Coast Guard’s unwavering efforts. From October 1 to November 30, 2023, there have been 14 unlawful irregular migration voyage interdictions in the Mona Passage and nearby Puerto Rican waters. Among the 475 intercepted non-US citizens during this period, 461 were Dominicans, and 14 were Haitians. Expanding the scope to October 1, 2022, through September 30, 2023, the Coast Guard’s vigilance resulted in 67 unlawful irregular maritime migration voyage interdictions. Among the 2,161 non-US citizens intercepted during this longer period, the majority were 1,871 Dominicans and 264 Haitians. Additionally, individuals from other nationalities, including Venezuelans, Kazakhs, Albanians, Colombians, and those with unknown nationalities, were also intercepted. These figures underscore the persistence of irregular migration attempts and highlight the ongoing efforts of the Coast Guard and its partners to combat these dangerous ventures. The commitment to protecting lives at sea and ensuring the integrity of lawful immigration procedures remains a paramount objective for the Coast Guard in safeguarding both the migrants’ lives and the security of the United States and its territories.
