The UK, ASEAN & EdTech Hub support DepEd to deliver inclusive, evidence-based EdTech, strengthening learning, resilience & digital transformation.
The British Embassy in Manila, in partnership with the UK Mission to ASEAN, together with the Philippines Department of Education (DepEd), is strengthening its partnership to promote equitable, evidence-based use of education technology (EdTech) spanning the Philippines.
The partnership provides DepEd with expert guidance, supported by the UK government through the Foreign, Commonwealth & Development Office and delivered through the EdTech Hub. It also assists across 3 key areas to improve foundational learning, besides building a more resilient education system.
1) The Philippines’ upcoming National EdTech Policy is in partnership with DepEd’s Bureau of Learning & Delivery to guide the strategic use of technology for learning & teaching. This work involves piloting policy elements. Also, establish monitoring & evaluation mechanisms. The goal is to ensure the policy remains inclusive, responsive & also evidence-informed. The project is funded by the ASEAN-UK that supports the Advancement of Girls’ Education (ASEAN-UK-SAGE) programme.
2) This includes a case study on climate and learning continuity, conducted in partnership with the Bureau of Learning and Delivery. It explores how DepEd can better evaluate its alternative delivery modes. That’s in response to climate-related disruptions to education.
3) EdTech Hub’s AI Observatory Ministry of Education AI Challenge. The initiative is with participation from DepEd’s Education Centre of AI Research (ECAIR) through the EdTech Hub global AI Observatory & Action Lab. This initiative supports DepEd in strengthening AI experimentation for more efficient administration, besides expanding AI capability across the government.
The collaboration recognises the Philippines’ leadership in education technology & its commitment to ensuring every child develops the foundational skills required to thrive.
Secretary Sonny Angara of the Department of Education, Philippines, said that this partnership with the UK & EdTech Hub is another step towards accelerating digital transformation in education. It ‘s to ensure that both learners & teachers thrive in this modern world. This commitment reflects President Ferdinand Marcos Jr’s vision for a Bagong Philipinas. It’s intended to nurture digitallysavvy & future-ready Filipino learners. It is expected that they can keep pace with the world by acquiring the necessary skills and knowledge to thrive in a rapidly changing digital landscape.

The British Ambassador to the Philippines, Sarah Huton, OBE, said that the United Kingdom (UK) is proud to partner with the Department of Education. This partnership is strengthening foundational learning & advancing the Philippines’ digital transformation through inclusive, evidence-based technology. Together, they will be delivering innovative, research-driven solutions. The goal is to ensure EdTech and AI are used effectively in classrooms to tackle systemic challenges. Education drives growth, so this initiative includes addressing learning loss linked to child malnutrition. Additionally, we aim to mitigate the impact of climate shocks on education.
British Ambassador to ASEAN, Helen Fazey, said that the UK Mission to ASEAN was proud to support foundational learning across the region through the ASEAN-UK SAGE programme. Fazey reiterated that their work with the Philippines was a key part of this. She added that they were working with DepEd to support a measured use of technology that is context-aligned. It was also inclusive, besides being backed by evidence.
Executive Director of EdTech, Verna Lalbeharie, said that they were honoured to partner with DepEd to support the Philippines’ journey. The partnership was towards inclusive, resilient & future-ready education systems. At EdTech Hub, they are aware that by embedding evidence and collaboration at its core, they can help ensure that digital transformation strengthens learning opportunities & fosters impact for all.
The partnership reflects a shared commitment. The partnership is building stronger, more equitable education systems across Southeast Asia. Also, in ensuring that no learner is left out as the Philippines embraces digital transformation.
