(Commonwealth)_ Election management officials in Cameroon have expressed their appreciation to the Commonwealth Secretariat for organizing a series of capacity-building workshops aimed at delivering credible, transparent, and inclusive elections. These training sessions, held from 17-28 March, were designed to support more rigorous preparations for Cameroon’s upcoming presidential elections in October 2025. The workshops trained 150 field staff from Elections Cameroon (ELECAM) across ten regions, focusing on key areas such as electoral administration, voter registration, international standards and principles, conflict management, and ethics. These topics are critical for strengthening the electoral process and ensuring fair and democratic elections.
A major highlight of the training was its impact on ELECAM personnel, equipping them with updated knowledge and practical skills. Participants acknowledged the value of these sessions in boosting their confidence and effectiveness in carrying out election-related duties. Many emphasized the importance of regular training programs, suggesting that biannual workshops would significantly enhance their capabilities and preparedness for upcoming elections.
One of the training’s key aspects was the emphasis on bilingualism, fostering better communication and collaboration among participants. This approach promoted teamwork and strengthened professional relationships among electoral staff, ultimately contributing to more effective election management. The initiative also created an opportunity for field officials to refine their expertise and exchange experiences, further reinforcing best practices in electoral administration.
During the opening ceremony in Ngaoundere, officials underscored the significance of these capacity-building efforts, particularly as Cameroon prepares for critical political events, including the presidential elections and the second regional elections. Ensuring the integrity of the electoral process remains a priority, as it is a fundamental pillar of democracy. Strengthening the skills and knowledge of electoral personnel is considered essential for maintaining transparency and upholding democratic principles.
The Commonwealth Secretariat has consistently supported election management bodies like ELECAM throughout the electoral cycle. By implementing its Whole of Election Cycle approach, the Secretariat works closely with key stakeholders before elections to enhance their competencies and improve the overall electoral process in Cameroon. This proactive engagement contributes to a well-structured, efficient, and fair electoral framework.
Facilitators of the workshops highlighted the significance of collaborative learning and knowledge-sharing among ELECAM staff. These sessions have provided an opportunity to build on previous capacity-building efforts, creating a new cohort of trained personnel who can transfer their knowledge to colleagues in their respective regions. This cascading effect ensures that the training extends beyond the initial participants, strengthening the expertise of the broader election management body.
The workshops also reinforced ELECAM’s commitment to upholding democratic standards in election administration. Effective electoral management plays a crucial role in fostering trust in democratic institutions and ensuring that elections adhere to internationally recognized standards. By continuously investing in the capacity of its personnel, ELECAM demonstrates its dedication to improving electoral processes and reinforcing public confidence in democratic governance.
The Commonwealth’s long-standing partnership with Cameroon has been instrumental in advancing democratic reforms in the country. This collaboration led to the establishment of Elections Cameroon (ELECAM) in December 2006, marking a significant milestone in the creation of an independent election management body. Since then, the Commonwealth has played a pivotal role in supporting ELECAM’s initiatives to enhance electoral transparency and efficiency.
As Cameroon moves closer to the 2025 presidential elections, the impact of these training sessions will be crucial in ensuring a smooth and well-managed electoral process. The ongoing efforts to build capacity among election officials reflect the broader commitment to democratic principles and effective governance. Through continued collaboration and training, ELECAM and the Commonwealth Secretariat remain dedicated to strengthening the integrity and credibility of elections in Cameroon.
