According to Decision No. (63) of 2025, Bahraini producers can import duty-free industrial inputs provided they fulfill specific conditions:
- Non-availability Locally: Where the material in question is not naturally produced.
- Substandard Quality: Where local substitutes do not have suitable standards.
- Supply Delays: Where local production is not on time.
- Cost Difference: Where imported costs are less than local production costs by over 10%. All these assist producers in maintaining their production lines in sync such that they’re effective and competitive in the international market.

His Excellency Abdulla bin Adel Fakhro, Minister of Industry and Commerce, emphasized that the project is part of the Industrial Sector Strategy (2022-2026) and the Bahrain Economic Vision 2030.
